O Upton, Charles Horace b. 23 Aug 1812 - d. 17 Jun 1877 64 yrs. mos. days R 81 S 142 Biographical Directory of the United States Congress 1774-1989 A Representative from Virginia; born in Salem, Mass., August 23, 1812; attended the public schools; was graduated from Bowdoin College, Brunswick, Maine in 1834; moved to Falls Church, Virginia in 1836 and engaged in agricultural and literary pursuits; held several local offices; presented credentials as a Republican Member-elect to the 37th Congress under an election held on May 23, 1861, and served until February 27, 1862, when the House declared he was not entitled to the seat; appointed by President Lincoln in 1863 U.S. Consul to Switzerland and served from July 9, 1863, until his death in Geneva, Switzerland, June 17, 1877; interment in the Congressional Cemetery. The Evening Star, July 9, 1877 The Remains of Charles Horrace Upton, late U.S. Consul and Charge d'Affairs ad interim of the United States at Geneva, Switzerland, arrived in this city on Saturday last, and, in the presence of the family and a few intimate friends were yesterday at 2 o'clock p.m., placed in the family vault at the Congressional cemetery--Rev. Dr. Atkinson reading the solemn Episcopal burial service. The coffin in which the remains were transported across the ocean was of solid oak, highly polished, encased in a strong iron-bound chest-like case. On the coffin lay sundry beautiful floral offerings of friends. The deceased was well known in this city, resident for many years at what during the war became a noted eminence called "Upton's Hill." Mr. Upton was a native of Salem, Mass., where he was born August 2d, 1812 and in 1834 gaduated at Bowdoin College. He subsequently removed to Virginia, where he was elected a member of Congress from the district embracing Fairfax county. In 1863 President Lincoln appointed him Consul to Geneva, where he served continuously to the date of his death, which, as already announced took place on the 18th ult., from disease of the heart. The deceased was a lawyer by profession, an accomplished gentleman, dutiful officer, a constant benefactor, ever ready to serve others,, and highly respected by all who came in contact with him. He leaves a widow, (yet in Switzerland,) and one daughter, (Mrs. Throckmorton, near this city,) to survive him.

Mr. Upton was for several years engaged in mercantile life in Boston, Mass.; from thence he removed to the State of Maine, and finally to this city. He was extensively known by those among whom he formerly resided as a man of enlarged and liberal mind, of excellent heart, and great devotion to the welfare of his country. He will be remembered by many whom he assisted in adversity, when his fortunes enabled him to obey the dictates of his benevolence. Born in Temperenceville, Va., Mrs. Upton was graduated from Greensboro College, Greensboro, N.C., in 1928. She taught in District and Arlington, Va., schools including Anacostia and Coolidge High School after many years of teaching at Lexington, N.C. She was a member of Christ Congregational Church, Silver Spring. Her husband, Eugene, died in 1960. She leaves a son, John Arthur Winn Upton and a daughter, Eleanor Frances Upton, a student at Emory University, Atlanta, Ga.; three sisters, Mrs. R. Clayton Land of Emporia, Va., Mrs. Herbert L. In the late 1930s she taught music and English in the District and Arlington. Previoiusly she had taught the same subjects in Lexington, N.C. A native of Temperenceville, Va., Mrs. Upton was the widow of Eugene H. Upton, a Veterans Administration employe who died in 1960. She was a 1928 graduate of Greensboro College and had a bachelor's degree in music. Mrs. Upton was a memter of Christ Congregational Church in Silver Spring. Some of her musical compositions had been played there. She leaves a son, John A. and a daughter, Eleanor F., both of the home, and three sisters, Margaret Land of Emporia, Va., and Elizabeth Reynolds and Madeline Eckstein, both of Silver Spring.
